Official Yerevan formally committed itself to accepting the key Council of Europe recommendations on the reform of Armenia’s controversial constitution on Friday, one day after facing strong criticism from the organization’s Parliamentary Assembly (PACE).

A senior U.S. diplomat confirmed on Friday that Armenia and Azerbaijan made further progress at the latest round of negotiations on Nagorno-Karabakh but cautioned that the conflict’s resolution is still not a forgone conclusion.

Vazgen Manukian, a prominent voice of moderation within the Armenian opposition, launched on Friday a blistering attack against the authorities, calling for “public mobilization” for regime change.
