Armenia’s newly formed government approved on Monday a five-year policy program that commits it to strengthening the rule of law, improving the business environment and implementing other “second-generation” reforms promised by President Serzh Sarkisian.

Raffi Hovannisian, the leader of the opposition Zharangutyun (Heritage) party, said on Monday that his efforts to arrange a dialogue between Armenia’s leadership and radical opposition have failed because of preconditions set by both mutually hostile camps.
